Recalls modifies RRS 29

Why is this rule modified?
With no committee vessel providing an independent observer of the start line, it is not possible to have an unbiased view of the yacht start. This modification relies on the judgement of all other yachts to ensure that a yacht or yachts have not crossed the line prior to the start. 

How is this rule modified?
This rule is modified to remove individual recalls and facilitate yachts notifying the ODD that yachts are observed over the line. The process then requires the OOD to restart the race under a general recall condition 29.2, even if only one yacht would have been observed as OCS from a race committee vessel.
